Vicky Kelly

Dr. Vicky Kelly is the former Director of the Delaware Division of Family Services, where she led a system reform effort called "Outcomes Matter". Prior to that, she served as Deputy Director of Child Mental Health Services, where she implemented trauma-informed services. Prior to public service, Dr. Kelly spent several decades as clinical director in several multi-service community agencies serving children, youth and families in DE, MD and PA. She also has been an Adjunct Professor at the Institute for Graduate Clinical Psychology at Widener University. Earlier in her career, she spent several years as a school psychologist working in both public schools and residential treatment centers. Dr. Kelly was awarded the Vision of Peace Award by the DE Coalition Against Domestic Violence for her leadership in promoting trauma-informed systems of care. Dr. Kelly is currently working as a consultant with the Child Welfare Strategy Group of the Annie E. Casey Foundation providing technical assistance to states' in improving outcomes for children and families.
